Mr Zhou Heping was born in 1949 in Shahe, Hebei Province, and belongs to Han Ethnic Group, attained a Master’s Degree. Mr Zhou Heping started his career in August 1968. He has successively worked in the countryside, as middle school teacher, schoolmaster, Deputy Secretary of CPC County Committee, Director in the Ministry of Personnel, CPC Secretary of the National Library of China and Executive Vice President. He has served as Vice Minister of Culture since March 2001 and is a Member of the 11th National Committee of CPPCC.
