He was born in Shanghai in 1951. Mr Liu was graduated from the Beijing Broadcasting Academy in mid 1980s. He then joined the Central People's Radio Station and served in various positions, from journalist, editor, news commentator to senior management executive. Throughout his career in the media industry, he played important roles in the news featuring and analyzing of several national issues.

In 1988, Mr Liu emigrated to pursue his international business aspiration. On March 31, 1996, Mr Liu's Today's Asia Company Limited teamed up Satellite Television Asian Region Limited and China Wise International to establish the Phoenix Satellite Television Co Ltd.

Mr Liu, the Group’s Chairman and CEO, has also won numerous awards. Among these are the intellect of the media industry, the leader of the Chinese commercial enterprise, the most creative Chinese business leader in Asia Pacific and the leading Chinese programme provider in the world.

Mr Liu holds positions as a guest professor in Beijing Broadcasting Academy, Tianjin Nankai University and The City University of Hong Kong.

In July 2004, Mr Liu has been appointed “Justice of Peace” by the HKSAR Government. In March 2005, Mr Liu was appointed a Hong Kong delegate to the Chinese People’s Political Consultative Council (CPPCC). He is also one of the largest shareholders in Asia Television Limited. Mr Liu is an Associate Member of the International Council of NATAS (The National Academy of Television Arts and Science).

Mr Liu is also a director of the Board of the International Academy of Television Arts and Sciences. He was appointed the Sole Chairman of the International Emmy World Television Festival in 2005 – 2006 by the Academy on 22 November 2004. In November 2006, Mr Liu was honored an Award by the Academy for his and Phoenix’s outstanding contribution in organizing the International Academy Day in Beijing in August 2006. In November 2008, Mr Liu received the International Emmy Directorate Award for pioneering offshore broadcasting into mainland China. The International Academy President & CEO, Bruce L. Paisner announced that Mr Liu is continuously appointed to be the Sole Chairman of the International Emmy World Television Festival in 2009 – 2010.
