Dr. Lao Chi Ngai received his Ph.D. from Peking University. He is now Senior Programme Officer / Senior Administrative Officer of the University of Macau. He is also a Par t-time Instructor at the Department of Economics, Faculty of Social Sciences and Humanities, University of Macau. Previously, he has worked as Human Resources Officer of Macau Branch of Bank of China, Lecturer, Faculty of Management and Administration, Macau University of Science and Technology, and General Manager of Airport Information Management Solutions.

For years, Dr. Lao has been actively involved in public affairs and academic researches in Macau. Dr. Lao has taken up various public positions, including President of Macao Economic Association, Committee Member of Conselho Consultivo para a Reforma da Administração Pública, Committee Member of the Harbin Committee of the CPPCC, Vice-President of the Macau Youth Research Association, Chief Editor of Macau Economic Magazine, etc. Dr. Lao has published numerous works on Macau economy and human resources, and more than 70 research papers.
